The balance between France’s statutory health insurance system and complementary health insurers is set to shift once again. Four decrees published in the Journal officiel on 22 August 2026 will reduce compulsory health insurance coverage for several categories of healthcare expenditure, including certain dental treatments, medicines, medical devices and patient transport.
The government’s objective is primarily financial. By reducing reimbursement in selected areas, it intends to contain statutory health insurance spending and focus resources on essential treatments, long-term conditions and costly medical innovation, against a backdrop of persistently large social security deficits.
Yet lower spending by statutory health insurance does not necessarily mean lower healthcare expenditure overall. If reimbursement falls while the price of treatment, medicines or medical devices remains unchanged, the cost has to be borne elsewhere. In many cases, complementary health insurers will be expected to pick up part of the difference.
